Transfer of cars within the EU to become simplier once the EU institutions agree on the relevant legislation

The Committee of Permanent Representatives (COREPER I) mandated the Presidency to enter negotiations with the European Parliament on the Proposal for a Regulation simplifying the transfer of motor vehicles registered in another Member States within the Single Market. Member States by qualified majority also endorsed the change of the legal form of the legislative act and to turn it into Directive.

The aim of this legislative dossier is to simplify procedures for citizens by cutting down administrative formalities and to strengthen the Internal Market by establishing the mutual recognition of the necessary documentation, and it seeks to set clear rules governing the re-registrations of cars.  

According to the Chair of the Committee Deputy Permanent Representative of Lithuania to the EU ambassador Arūnas Vinčiūnas, this is the last chance to try to negotiate an agreement on this proposal until the end of the European Parliament's legislature. “Given the time constrains, the establishment of a Council position on this legislative act will give a clear indication to the incoming Greek Presidency as to the next steps.” – said the ambassador. 

The compromise presented by the Lithuanian Presidency to the Member States suggested to turn the legal form of the act into a Directive, as requested by many delegations in the Council. The discussion in the Committee showed that the Presidency compromise has a broad support by the Member States, and is considered to be a good basis to start negotiations with the European Parliament.
