The Committee made of permanent representatives from the Member States to the European Union (COREPER, Comité des Représentants Permanents) is responsible for preparing the work of the Council and performing the tasks allotted to it by the EU Council: it carries out preliminary scrutiny of all the dossiers on the Council agenda apart from agricultural issues, for which Agriculture Council dossiers are prepared by the Special Committee on Agriculture (SCA).

COREPER is divided into two parts responsible for different EU legislation areas: COREPER II consists of permanent representatives from the EU member states while COREPER I consists of deputy permanent representatives.

COREPER I is responsible for organising the work of six Council configurations: the Competitiveness Council (Internal Market, Industry and Research) (COMPET); the Transport, Telecommunications and Energy Council (TTE); the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO); the Education, Youth and Culture (EYC) Council; the Environment Council, and the Agriculture and Fisheries Council (AGRIFISH) only for issues of veterinary, plant health, and fisheries).

SCA is responsible for preparing dossiers for the Agriculture and Fisheries Council (AGRIFISH) on all agricultural issues.
